Liu Jinbo, secretary of the Party Committee of the Civil Aviation Science and Technology Research Institute of China, introduced the basic situation of the Academy of Aeronautics and Astronautics and pointed out that under the background of the booming development of the drones, the bureaus of various countries actively explored the standards for airworthiness certification of drones. The Academy of Science and Technology has established the UAV Airworthiness Certification Center, which will comprehensively strengthen the technical research strength of UAV airworthiness certification, make full use of the advantages of China's industrial-grade UAV industry, accelerate the pace of relevant standards development, and strive to be unmanned in the world. Deputy Director Yang Yuchang of the Equipment Industry Department of the Ministry of Industry and Information Technology said that the establishment of the UAV Airworthiness Certification Center coincided with the time, and it was an important manifestation of the initiative of the Civil Aviation Administration and the initiative of the Academy of Aeronautics and Astronautics. Deputy Director Yang proposed to develop the airworthiness certification standards for drones to be closely integrated with enterprises to form a joint force; enterprises should actively participate in the airworthiness of drones, achieve self-discipline, actively adapt to airworthiness and relevant national laws and regulations, and adopt drones. Airworthiness certification to cultivate the leader of China's drone industry; the Ministry of Industry and Information Technology will also propose standards such as one machine, one yard and electronic fence from the management of drone manufacturing, and regulate the orderly development of the drone industry through the issuance of ministerial orders and standards. .

Director Xu Chaoqun of the Airworthiness Certification Department of the Civil Aviation Administration of China pointed out that the establishment of the Civil Aircraft Unmanned Airworthiness Certification Center is an important decision to improve the airworthiness certification capability of China's civil aviation drones, and is also a milestone work node. The airworthiness certification of civil drones will adhere to the concept of seeking truth from facts, reform and innovation, and explore the management direction different from manned machines and adapting to the development needs of China's drone industry. The overall idea is based on operational risk, the combination of validation and operational scenarios, exploring risks in different scenarios, and then developing airworthiness certification standards for UAVs that are applicable to different operational scenarios. Its management mode will be changed from product management to system management, that is, the “man-marking and staring products” of the existing manned airworthiness certification will be changed to “marking the organization and marking the system”, and the self-certification ability of the drone enterprises will be strengthened. Its technical standards will come from industrial practice, adhere to the principle of positive certification, from industrial standards to industry standards, and ultimately form airworthiness standards. The method of review will determine the degree of involvement of the bureau based on the risk and make full use of the power of the industry to appoint representatives. Its document form combines the design and production licenses into one, reflecting the enterprise capability list and the enterprise product catalog, which in turn indicates the airworthiness of the drone products. The system construction should be combined with pre-examination and post-event supervision, strengthen the voluntary report and integrity system of the enterprise, establish the credit system of the drone design and production enterprise, and launch the blacklist of the untrustworthy enterprise. Director Xu put forward the following requirements for the future work of the center: First, it is necessary to strengthen the capacity building of airworthiness certification. In the examination of capacity building, it is necessary to connect with reality, lay a good foundation, and practice basic skills. Second, we must strengthen professional talents. Team building, cultivating a team of experts and talents, creating an airworthy culture atmosphere of “integrity, responsibility, and service”; third, we must strengthen the construction of the airworthiness system of enterprises, and guide the industrial sector to establish an independent airworthiness concept and an airworthiness management system of integrity. Achieve the growth of the certification department and the industrial sector.

Huang Rongshun, president of the Academy of Aeronautics and Astronautics, said that in order to further implement the authorization requirements of the Airworthiness Department of the Civil Aviation Administration for the airworthiness certification of civil UAVs, the UAV Airworthiness Certification Center was formally established in the Academy of Aeronautics and Astronautics. Its main responsibility is to carry out UAV airworthiness certification procedures and related standards research and drafting, carry out drone registration and airworthiness certification work. The establishment of the UAV Airworthiness Certification Center is an important measure and institutional guarantee for improving the airworthiness certification capacity building and deepening the airworthiness reform. It will build a professional UAV airworthiness certification force and establish a UAV airworthiness certification system. It will provide a strong guarantee for improving the airworthiness certification capability of drones and promoting the development of the drone industry. The UAV Airworthiness Certification Center will implement the specific work in accordance with the overall concept of the UAV's plan for the approval of the Civil Aviation Administration, and thoroughly implement the “concern” manufacturing quality and “card out” craftsmanship proposed by the Director of the Civil Aviation Administration of the People's Republic of China for the airworthiness certification. Exercising the requirements of "safe and reliable domestic civil aircraft, and working together with drone companies, universities, scientific research institutions, etc., combined with industrial practice to study and formulate relevant airworthiness regulations for drones, and to develop civil drones as soon as possible. The verification work has laid a solid foundation, and strives to establish an autonomous UAV airworthiness certification standard system and management system as soon as possible, and keep pace with the world's civil aviation powers in the field of unmanned aircraft certification.
