A growing number of local people are using drones without applying for a license from Malaysia's Civil Aviation Authority. The Malaysian police said this not only raises privacy issues, but also may threaten public safety and order.

At present, Malaysian police have found that smugglers and other criminals are using drones to spy on border enforcement officers in order to commit crimes such as human smuggling or smuggling. The police also found that some irresponsible people abused the use of drones for filming, and even used drones to break into private areas to monitor, record videos and take photos, which seriously violated personal privacy.

According to Malaysia's Civil Aviation Authority, a drone must be applied to the authority 14 days before use. The fee is 1,000 ringgit for a drone weighing more than 20 kilograms and 250 ringgit for one weighing less than 20 kilograms. Malaysia police air force commander Hishammuddin 12 told the Malaysian Forward newspaper that the civil Aviation Authority is responsible for the authorization of the use of drones in Malaysia, and anyone who sends a drone into the air must first apply to the civil Aviation authority. Failing that, the parties face a minimum fine of 50,000 ringgit or three years' imprisonment, or both.
