According to the latest Annual Report on the Development of Civil Aviation Pilots of China issued by the Civil Aviation Administration (CAAC), as of December 31, 2017, the total number of pilots' certificates for unmanned aerial vehicles (UAVs) in China was 24 407, up 138% from 2016. However, we must face up to the fact that the UAV industry in China is in its infancy, and the industry standards and regulatory norms are still in a blank state.
For this reason, in June this year, the Administration of Civil Aviation Administration and Transportation Department issued the measures for the Administration of Operational Flight Activities of Civil Unmanned Aerial Vehicles (Provisional), which is the first national UAV "traffic regulation" promulgated by China and must be implemented expeditiously. At the same time, UAV legislation will promote the relevant management into a new stage. Civil aviation administration should improve the enforcement of UAV traffic regulations. For example, when the UAV's real name is registered and the pilot is "certified", the flight operation should be controlled by “cloud control”, the airspace should be clearly divided, and so on. In addition, to increase the penalty for "black fly" in order to put an end to the embarrassing status “no one control”.
Especially, unmanned aerial vehicles (UAVs) often cause troubles, which are needed to be escorted by "national standards". The key is to introduce the national standards for UAV pilots. More importantly, not only to strengthen the UAV flight qualification review, but also to enhance the flight safety awareness of "pilots" , so as to avoid UAV injuries and other cases.
