From 10th to 14th September, the 2018 Global UAV Conference was held in Chengdu.
At the conference, experts discussed the legal and regulatory system of UAV regulation, and UAV and man-machine’s fusion flight standards, and studied how to adjust the existing aviation framework system to better meet the flying demand of long-range flying aircraft / UAV, and to promote the healthy development of the industry.
Less airspace for UAV flying
As one of the "two wings" of civil aviation, the development of General Aviation has been paid close attention to. At present, the development of general aviation still has many problems, such as less available airspace, difficult to approve flight plan and slow growth of airport. These factors restrict the development of China's general aviation industry, especially the UAV industry.
It is only through the concerted efforts of the government and the various industrial sectors that we can improve our airspace and the development of unmanned aviation.
On January 26 this year, the Ministry of Industry and Information Technology issued the interim regulations on the flight management of unmanned aerial vehicles (draft for opinions) and began to publicly solicit opinions on the website of the Ministry of Industry and Information Technology. For the standard development of drones, the relevant departments are gradually improving the rules and regulations.
In recent years, our country unceasingly promulgates the policy, and encourages the general aviation industry to develop. Apart from carrying out pilot work on different navigation routes at the local level, it is particularly urgent to promote the construction of infrastructure and a series of laws and regulations.
Strengthening information sharing and integration
How to solve the problem of airspace tension in the development of UAV? How to monitor airspace safety so that drones and people can operate in a safe environment?
To resolve the conflict between airspace tensions and the rapid development of drones, Stephen Cremer said, information systems must be addressed and some industry regulatory policies should be put in place.
Under the guidance of the International Civil Aviation Organization (ICAO), the 2018 Global UAV Conference has been extensively discussed and thoroughly studied, and the “Chengdu Initiative” has been agreed upon and released under the joint efforts of all parties.
The "Chengdu Initiative" proposes that it is necessary to speed up the construction of the air traffic control service system, strengthen communication and exchange in the areas of information sharing and integration, and gradually promote the integration of the air traffic management system between people and unmanned aerial vehicles, so as to build a perfect and smooth air traffic management system. Harmonious UAV management system provides more space for UAV operation. "Innovation of airspace management mode, establishment of scientific, reasonable and efficient airspace operation mechanism, development of UAV airspace operation management pilot, promotion of unmanned aerial vehicles, man-machine fusion flight to promote the efficient use of airspace resources."
